Welcome Robert J. Levan

The AISOCC welcomes Robert J. Levan (Pennsylvanis State Police) as our new consulting member. Rob has been a member of the Pennsylvania State Police since 1993. He became a criminal investigator for the State Police in 1998 in Troop K, Philadelphia.

In 2002, he became a member of the Criminal Investigative Assessment Unit in Troop K. His primary duties include the investigation of active and cold case homicides and major cases occurring in his Troop. He is an active member of the Troop K, Philadelphia Major Case Team. He also is an Amber Alert designee for Pennsylvania. Rob is an active member of the Pennsylvania Homicide Investigator’s Association, Mid-Atlantic Cold Case Homicide Investigator’s Association and the International Association of Bloodstain Pattern Analysts. Rob is a graduate of Albright College with a BS in Accounting.

One of Rob’s recent cases involves the 2008 murder of Arunkuman Ingle (55), a Boeing Co. engineer, who was killed in the bedroom of his Middletown Township home. Prosecutors charged Parth Ingle (25) and his mother Bhavnaben Ingle (52) last winter with first-degree murder, aggravated assault, and related crimes. They said that the pair killed Ingle after an argument, and that they stood to gain from the $3.6 million in insurance policies left to them.

Another example is the 2012 murder of Kareem El. The investigation in that case was headed by Troopers Andrew J. Martin and Robert J. Levan of the state police’s Philadelphia Criminal Investigation Unit. More information about that case can be found here.
